Mrs. Irina Lashkhi has 19 years of experience in developing and managing donor funded civil society development and good governance programs, including $ 14 Million Policy, Advocacy and Civil Society Development (G-PAC) project in Georgia funded by the United States Agency for International Development (USAID) and the $ 1,5 Million Human Rights and Good Governance Program at the Open Society Georgia Foundation.
She possesses an in-depth understanding of the CSO sector and good governance reforms in Georgia and in the Eastern Partnership Countries (Armenia, Azerbaijan, Belarus, Moldova and Ukraine) and has excellent working relationships with Tbilisi-based and regional CSOs, think tanks, donors and CSOs operating in Eastern Europe and the Caucasus.
Her experience includes work with civil society and international donor organizations (in Georgia and the region) on the issues as civil society capacity building, development proposal writing, fundraising, grant-making activities, good governance, anti- corruption reforms and budget transparency.
Due to healthcare related issues, Mrs. Lashkhi has left the full time Chief of Party Position at the East-West-Management Institute in 2014 and started to work as a freelance consultant for different international organizations.
A number of projects supervised by Mrs. Lashkhi brought significant results in the areas as civil society capacity building, anti-corruption reform, and public finance management and transparency. The CSO coalition “Transparent Foreign Aid to Georgia” initiated and led by Mrs. Lashkhi has significantly contributed to transparent and effective spending of US$ 4.5 billion post Georgia-Russia War donor aid to Georgia. The Coalition’s advocacy efforts prompted the Ministry of Finance to publish all relevant data on foreign aid in the public domain, and Ms. Lashkhi’s idea of creating a web portal helped establish www.opendata.ge, which has become a critical source of information for civil society groups and media. Her work with the International Budget Partnership improved transparency, participation, and accountability to citizen priorities in the context of budget reform. The CSO Sustainability Index is a tool developed by USAID to assess the strength and overall viability of CSO sectors in countries around the world.
